This Japanese made Sansin ‘Sealed Bearing’ front hub is a tough 1980s hub that was probably designed with the then fairly new MTB (or ATB) market in mind. Though not as well known as the other Japanese hub brands Sansin made some great stuff including the Muddy Fox branded hubs and higher end parts under the ‘Sunshine’ name. I think sealed bearing in this case refers to the seals over loose bearings inside rather than them running on cartridge bearings.
